KAJIAN KEBERKESANAN PROGRAM PEMBIAYAAN SPED
In 2023, the Ministry of Rural and Regional Development (KKDW), through Rural Capital Berhad (RCB), successfully distributed business loan funds to 150 small and medium entrepreneurs in rural areas across Malaysia. The SPED financing fund aims to assist in the growth and expansion of their businesses. With an allocation of RM 18,797,000, RCB channeled loan funds to five (5) main business sectors: Services, Manufacturing, Retail, Production, Tourism, and Information Technology.
A study on the effectiveness of the SPED financing program by RCB was conducted by Universiti Poly-Tech Malaysia, starting from November 1, 2023, until April 30, 2024. The study's respondents consisted of 30 entrepreneurs who received SPED financing worth RM 80,000.00 and above as the sample for the study. The respondents were entrepreneurs operating businesses throughout Malaysia. The objectives of the study are to: i) Evaluate the effectiveness of the Rural Economic Financing Scheme (SPED) assistance on SMEs in rural areas; ii) Identify the development and progress of Bumiputera entrepreneurs based on economic scope (Services, Retail, Manufacturing, and Tourism); and iii) Assess the SPED program in creating new job opportunities, increasing income generation, and developing new businesses (Spillover effects to other businesses). This study uses a survey method consisting of three (3) sections. The first section covers the Profile of Entrepreneurs/ SPED Financing Recipients (2023), including gender, age, and education level. The second section focuses on information about the Entrepreneur's/ SPED Financing Recipient's business/company. The third section focuses on information regarding the impact of SPED financing and the Entrepreneurs' views on SPED financing funds and improvements to SPED financing.
